PENGENDALIAN URBANISASI MENDUKUNG PEMBANGUNAN DI PULAU BATAM

Abstract


Penelitian ini membahas hubungan antara urbanisasi dengan pembangunan di pulau Batam dari dampak positif dan negatif dengan menggunakan metode kajian literatur. Sepanjang tahun 2005 sampai 2020 arus urbanisasi terus meningkat, dan kondisi ini berbanding terbalik dengan pertumbuhan ekonomi dimana terjadi penurunan secara terus menerus selam kuran waktu tersebut. Salah satu upaya Pemerintah untuk mengendalikan kepadatan penduduk dengan mengeluarkan Peraturan Daerah Kota Batam Nomor 2 Tahun 2001 Tentang Penyelenggaraan Pendaftaran dan Pengendalian Penduduk Daerah Kota Bata, namum tidak signifikan dalam pelaksanaan. Sementara di sisi lain laju pertumbuhan ekonomi lebih banyak menurun. Penelitian mengemukakan bahwa urbanisasi yang meningkatkan jumlah populasi dalam keadaan seimbang dengan sumber daya pendukung maka akan menjadi kekuatan dalam pembangunan. Namun ketika keseimbangan terganggu dimana tingkat populasi lebih tinggi akibat dari urbanisasi yang semakin tinggi sehingga daya dukung sumber daya semakin menurun, maka kondisi itu akan mengganggu proses pembangunan. Hasil penelitian ini merekomendasikan konsep pengembangan kota yang mempunyai rencana induk yang mampu mengantisisipasi kehadiran kaum urbanisasi sehingga tidak menjadi gangguan dalam melakukan pengembangan, tetapi menjadi modal sekaligus kekuataan pembangunan.
