INOVASI TEKNOLOGI INFORMASI BERBASIS GOVERNMENT 3.0 DALAM MANAJEMEN PENANGGULANGAN KEBAKARAN HUTAN DAN LAHAN DI PROVINSI JAMBI

Abstract


Abstract: Studies on the management of forest and land fires in Indonesia have led to research on innovation and collaboration in the management process. However, these existing studies are insufficient to address the trend of insignificant impact of E-government in the transformation of forest and land fire governance in Indonesia. In this article, we address questions related to information technology-based models of data, service and process disclosure in each of the Jambi Province government agencies involved in forest and land fire management. Examining the forms of openness in each agency is important to see the results of the implementation of innovations and collaborations that have not yet targeted the basic problems. This paper uses a framework that focuses on government 3.0 to find the characteristics and variations of innovation and collaboration failures in forest and land fire management. Using this framework, this paper will show that innovation and collaboration in the management of forest and land fire management show dynamic results that are influenced by the character of inclusive institutions. The author uses a comparison of the character of each institution to argue that the level of inclusiveness determines the ability of institutions involved in forest and land fire management to use information technology that is not only limited to the use of systems, but can be developed to transform governance to be more effective and efficient in tackling forest and land fires.

Abstrak: Studi-studi tentang penanggulangan kebakaran hutan dan lahan di Indonesia telah sampai pada hasil penelitian mengenai inovasi dan kolaborasi dalam proses pengelolaannya. Namun, studi yang telah ada tersebut masih kurang memadai dalam menjawab tren belum signifikannya dampak penggunaan E-government dalam transformasi tata kelola kebakaran hutan dan lahan di Indonesia. Dalam artikel ini, kami menjawab pertanyaan-pertanyaan terkait model keterbukaan data, layanan dan proses yang berbasis teknologi informasi di masing-masing instansi pemerintah Provinsi Jambi yang terlibat dalam penanggulangan kebakaran hutan dan lahan. Menelaah bentuk-bentuk keterbukaan di masing-masing instansi, menjadi sangat penting untuk melihat capaian hasil dari pelaksanaan inovasi dan kolaborasi yang selama ini masih belum menyasar kepada persoalan dasar. Tulisan ini menggunakan kerangka kerja yang berfokus pada government 3.0 untuk menemukan karakteristik dan variasi kegagalan inovasi dan kolaborasi yang ada dalam penanggulangan kebakaran hutan dan lahan. Dengan menggunakan kerangka kerja ini, tulisan ini akan menunjukkan bahwa inovasi dan kolaborasi dalam pengelolaan penanggulangan kebakaran hutan dan lahan menampilkan hasil yang dinamis yang dipengaruhi oleh karakter institusi yang inklusif. Penulis menggunakan perbandingan karakter masing-masing institusi untuk mengajukan argumentasi bahwa tingkat inklusivitas menentukan kemampuan institusi yang terlibat dalam penanggulangan kebakaran hutan dan lahan untuk menggunakan teknologi informasi yang tidak hanya sebatas penggunaan sistem, tetapi mampu dikembangkan untuk mentransformasi pemerintahan agar lebih efektif dan efisien dalam menanggulangi kebakaran hutan dan lahan.
